Tom Uren and Patrick Gray discussed Dr. Sven Herpig's policy paper on "Assessing Irresponsibility in Cyber Operations – A Guide for Operators and Decision-Makers in Times of Strategic Competition" in their newsletter and podcast.
And while stating that "a German think tank writing down its preferred rules on a piece of paper won't make any difference to state behaviour", Tom concluded that "this work could be useful [... a]s US policymakers are thinking about legislation aimed at deterring foreign cyber adversaries".
