On 24 and 26 November 2025, Christina Rupp participated in the OSCE Workshop on International Cyber Diplomacy, organized by the OSCE Secretariat’s Transnational Threats Department in Vienna. The workshop brought together participants from OSCE Participating States to discuss key developments in international cyber diplomacy and the implementation of the framework for responsible state behaviour in cyberspace.
Christina spoke in two sessions during the workshop. In the first session, “Decoding consensus: perspectives on the evolution of the framework for responsible state behaviour in cyberspace,” she discussed key challenges and successes in implementing the UN framework, its ability to keep pace with the evolving cyber threat landscape, the role of UN First Committee processes in engaging non-state actors, and the effectiveness of the framework in addressing non-compliant state behaviour, alongside Ambassador Helen Popp (Estonia) and John Schabedoth (German Federal Foreign Office).
In the second session, “Non-State actors and the framework for responsible state behaviour in cyberspace,” she joined a panel with Louise Marie Hurel (RUSI) and E. Guang Eugene Tan (RSIS), focusing on the role of non-state actors in cyber diplomacy, including their contributions, existing engagement mechanisms, and barriers to more inclusive participation.
In the context of the workshop, Christina also participated as an observer in the meeting of the Informal Working Group (IWG) on 25 November.
