Opening Remarks at RUSI Task Force on Global South Cyber Attribution

On 16 December 2025, Christina Rupp delivered opening remarks at the first session of the RUSI Task Force on Global South Cyber Attribution (GSCA-TF), reflecting on the evolution of cyber attribution practices based on her research on official public political attribution of cyber operations. In her intervention, she provided a brief overview of Western approaches to cyber attribution, focusing in particular on how Western governments conduct attribution, how these practices have evolved over time, and the challenges states face in pursuing this policy response.
