Norms in Practice: The EU’s Operationalization of the UN Framework of Responsible State Behavior in Cyberspace

On the margins of the UN Global Mechanism on ICT Security’s first plenary session, EU Cyber Direct convened a side event to mark the publication of the EU’s non-paper on its implementing the UN cyber norms. Following the EEAS’ presentation of their non-paper, Christina Rupp and Patryk Pawlak shared insights from their recent paper “A UN Effect? How the EU Implements the Norms of Responsible State Behavior in Cyberspace.” They discussed how the EU is implementing the UN cyber norms through EU legislation, policies, institutions, and external capacity-building initiatives and reflected on takeaways from the EU’s experience and their implications for other countries and regions. The side event concluded with perspectives from the African Union, Association of Southeast Asian Nations (ASEAN), and the Organization of American States, who already have or are in the process of developing similar mapping and implementation-related regional initiatives. Opening remarks were delivered by H.E. Ambassador Egriselda López, Chair of the First Biennium of the United Nations Global Mechanism.
