National Cyber-Strategies in the Face of Russian Threat: What States Need For Success

At the 2026 Shaping Cybersecurity Conference, co-hosted by the German Federal Foreign Office, ESMT Deep Institute, and the International Cybersecurity Team at the Institute for Peace Research and Security Policy at the University of Hamburg (IFSH), Christina Rupp participated as a speaker in the workshop “National Cyber-Strategies in the Face of Russian Threat: What States Need For Success” alongside Max Smeets, ETH Zurich and Virtual Routes; Kristel-Amelie Aimre, Ministry of Foreign Affairs of Estonia; Felix Kuhlenkamp, Bitkom; and Petr Procházka, National Cyber and Information Security Agency of Czechia (NUKIB). The session examined how European states must adapt their national cyber-strategies to counter Russia’s evolving cyber and cyber-enabled threats beyond Ukraine. Christina focused on government options at the operational level, while the panel also discussed strategic, economic, and diplomatic pathways. The workshop was organized by the IFSH.
