On 22-23 April 2026, Christina Rupp participated in the Global Cyber Policy Dialogues: Western Balkans, organized by the Ministry of Foreign Affairs of Montenegro, the Ministry of Foreign Affairs of the Netherlands, Observer Research Foundation America, and the Western Balkans Cyber Capacity Centre (WB3C) in Podgorica, Montenegro.
In her intervention in Session II on “UN Norms, Processes, and Cyber Diplomacy,” Christina outlined key developments in the UN cyber framework. She also reflected on the organizational session of the Global Mechanism, highlighting persistent procedural challenges. Ahead of the next meeting in July, Christina stressed the need to move quickly from procedural issues to substantive work and to ensure that the Mechanism’s dedicated thematic working groups (DTGs) can operate effectively.
