On October 1 and 2, 2025, Christina Rupp participated in the first-ever Track 1.5 Cyber Diplomacy Dialogue between the European Union and the Gulf Cooperation Council (GCC) in Riyadh, Saudi Arabia held on the margins of the Global Cybersecurity Forum. In sessions on resilience/critical infrastructure protection and international cooperation, Christina highlighted the EU’s approach and proposed potential avenues for EU-GCC collaboration in the area of norms implementation to strengthen the framework for responsible state behavior. She also identified opportunities for advancing multilateral engagement ahead of the UN Global Mechanism’s launch next year.
The dialogue was jointly organized by the European External Action Service, the Gulf Cooperation Council, the Riyadh-based Global Cybersecurity Forum, and the EU Institute for Security Studies.
