EU CyberNet Club Event: Implementation of the UN Norms for Responsible State Behavior in Cyberspace

On March 5, 2026, Christina Rupp spoke at the EU CyberNet Club event #49 on Cyber Diplomacy, an event series for members of the EU Cyber Net’s Expert Pool and Stakeholder Community. In her presentation, she introduced the 11 UN cyber norms for responsible state behavior agreed upon by UN Member States in 2015. She further provided an overview of current challenges and good practices in their implementation, and examined how capacity-building – particularly in strengthening detection capabilities – can support efforts to implement these norms. Christina also discussed the potential role of the forthcoming Global Mechanism in advancing these efforts.
