During a workshop on "Cyber Diplomacy and Confidence-Building in an Era of Eroding Multilateral Security" Helene was part of a panel on "Enhancing the effectiveness of Cyber CBMs: Insights from the political, institutional and research perspective."
During this panel Szilvia Tóth, Cyber Security Officer, OSCE Secretariat, Helene Pleil, interface, and Yvonne Nasshoven, Deputy Head of the Cyber Foreign Policy and Cyber Security Coordination Staff, German Federal Foreign Office, moderated by Annegret Bendiek, Senior Fellow, SWP discussed the following guiding questions:
• How can cyber norms and CBMs become more effective amid growing geopolitical fragmentation?
• What incentives are needed for states to transition from commitment and implementation to actual use?
• How can regional organisations strengthen cooperation and knowledge transfer on cyber diplomacy issues?
The event took place on May 19 in Berlin and was hosted by the SWP.
