This two-day event will look into the consequences of the European Court of Justice (CJEU) decision on the EU Directive on Passenger Name Records (PNR) for the future of the European security architecture. More specifically, the themes addressed during the conference are:
(1) the role of AI in EU security governance
(2) the requirements for independent oversight and judicial review
(3) the limits of national security exceptions
(4) public-private collaborations and the protection of privacy and other fundamental rights
In his contribution, Dr. Thorsten Wetzling will focus on national security exceptions in untargeted surveillance regimes. What distinguishes effective from gestural limitations? His presentation will draw on examples from recent attempts to re-legislate untargeted surveillance regimes in Europe. Caution, he argues, is indeed necessary for future lawmakers as some prescribed limitations and safeguards may not be practicable as intended or need further refinements to better curb creative non-compliance with fundamental rights and freedoms.
